The National Institute of Standards and Technology (NIST), Acquisition Management Division, is conducting market research to determine if any Small Business concerns have the current relevant qualifications, experience, personnel, and capability to perform the work described herein.

NIST has a requirement to conduct a comprehensive evaluation of existing Office of Facilities and Property Management (OFPM) Job Hazard Analyses (JHA) and develop a standardized JHA framework at the NIST Gaithersburg campus and the NIST Boulder campus located in Gaithersburg, MD and Boulder, CO, respectively.

The objective is to improve hazard recognition, regulatory compliance, and consistency in JHA development and use across OFPM operations.

This requirement will be a contract utilizing the commercial item procedures of FAR Part 12.

The contractor must assess current JHAs, benchmark them against regulatory and industry standards and best practices, identify gaps, develop an evaluation rubric and risk matrix, design a standardized JHA template, and provide implementation guidance and training materials.

All qualified Small Businesses are encouraged to respond.

The Government will not pay for any information solicited.

Respondents will not be notified of the results of the evaluation.

One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement.
