What this contract is for
The purpose of this synopsis is to notify industry that a sole source contract action is intended to be awarded to Family Endeavors, Inc. [UEI: PC1AM3TAQXD8] under the authority of 41 U.S.C. 1901 as implemented by FAR 13.501 Simplified Procedures for Certain Commercial Products and Commercial Services. The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), proposes to enter into a twenty-seven month, including the base and all options, sole source contract with Family Endeavors, Inc., located at 6363 DeZevala Road, San Antonio, Texas 78249, for critical workforce wellness and suicide prevention services. The DHS Appropriations Act, 2023, Joint Explanatory Statement, Congressional Record – Senate, Vol. 168, No. 198, Book II, p. S8559 (Dec. 20, 2022), provides DHS/CBP with “…not less than $1,600,000 to work with non-profits to provide workforce wellness and suicide prevention services at CBP locations on the southern border.” The Acting CBP Commissioner has identified CBP locations in the El Paso, Texas region as having an immediate operational need for these services due to significant border challenges in this region. CBP’s market research has not identified any other non-profit firms that provide these services in the El Paso, Texas region. Awarding the subject contract on a sole source basis is sufficiently justified. Via this notice, it has been determined, and is in the Government’s sole discretion not to compete this contract action.
