What this contract is for

The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates a potential requirement to construct a new pumping plant facility in Sacramento, CA. The American River Common Features, Natomas Basin Project was authorized by the Water Resources Reform Development Act of 2014. The Natomas Basin is divided into nine reaches, A through I. RD-1000’s Pumping Plant 5 (PP5) is in Reach B, located along the Sacramento River near the landside toe of the levee and south of Interstate 5. PP5 is designed to discharge drainage from the West Drainage Canal to the Sacramento River following any significant amount of rainfall. The existing PP5 is in the path of completing the Reach B levee improvements that includes seepage berm, adjacent levee, and raising discharge pipes above the 200-year water surface elevation. The existing PP5 will be demolished, and a new facility will be constructed about 300 feet up the canal to allow for the levee features to be constructed. Constraints: the project will encounter include flood season restrictions from 1 October through 14 April, Giant Garter Snake work window of 1 May through 30 September and Pumping Plant 5 inlet canal in-water work window of 1 May through 30 September. The Government anticipates issuing an unrestricted Invitation for Bid (IFB) with the intent to award a Firm-Fixed-Price construction contract. The solicitation is scheduled for release on or about mid-July 2026, with a projected award timeframe of mid-September 2026. The estimated period of performance for completing construction is 880 calendar days from the issuance of the Notice to Proceed (NTP). The Government currently estimates the magnitude of construction for the potential project is between $25,000,000 and $35,000,000. The North American Indu...

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
