Notice of Intent to Sole Source The U.S.

Department of the Interior, Joint Administrative Operations, on behalf of the U.S.

Fish and Wildlife Service, intends to award a sole-source purchase order to Sea Reach Ltd., Sheridan, Oregon, for fabrication and installation of Phase 1 interpretive exhibits at the Tule Lake National Wildlife Refuge Visitor Center in Tulelake, California.

The requirement includes final production preparation, fabrication, delivery, and installation of the Exterior Welcome and Orientation Exhibits and Interior Refuge History Exhibits, including English- and Spanish-language audio description, an interactive touchscreen, system testing, staff training, and project closeout materials.

Sea Reach, under a competitively awarded contract, worked directly with refuge staff through multiple design revisions while the visitor center was under construction.

Award to another vendor for only fabrication, final preparation, delivery, and installation would require substantial duplication of efforts and costs.

The Government does not reasonably expect competition to produce meaningful savings sufficient to offset this duplicated effort.

This acquisition is being conducted using simplified procedures under RFO Part 12.

In accordance with RFO 12.102(a), the Contracting Officer has documented the determination that only one source is reasonably available.

The Government intends to make award to Sea Reach Ltd. using simplified acquisition procedures.

If no timely response demonstrates that another responsible source can meet the requirement, the Government anticipates award on or about September 19, 2026.

Responsible sources may submit pricing and supporting capability information by 10:00 p.m.

Central Time on September 19, 2026, to be considered by the Government.
