The existing rooftops lack adequate fall protection, posing an immediate risk to the safety and health of Facilities Management staff and contractors who access these areas for routine maintenance and operations. Riga's active maintenance environment and the embassy's responsibility to protect its workforce make reliable, code-compliant fall protection essential. To ensure rapid installation, ongoing maintenance, and ready access to materials and skilled labor, it is necessary to procure locally. U.S.-based fabricators are not positioned to service installations in Latvia, and sourcing materials or technical support from the United States would result in unacceptable delays and increased costs. Local procurement will ensure the embassy can complete the work within the required timeframe and minimize future operational disruptions.
