The Billings Area Indian Health Services intends to award a non-competitive, sole source contract to Cepheid, US904 Caribbean Dr., Sunnyvale, CA under the authority of FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.

Fort Peck Service Unit currently utilizes Cepheid laboratory equipment, and Cepheid is the sole manufacturer of Xpert® reagents, and GeneXpert® systems are manufactured exclusively for Cepheid.

Xpert reagent test cartridges are designed and manufactured to only be used with Cepheid’s instruments.

Cepheid is currently the only authorized provider of service for GeneXpert systems to customers within the United States, excluding territories.

The company shall provide two Cepheid modules, two black and white printers, two UPI cables and four service agreements.

The procurement will be conducted pursuant to the authority of Federal Acquisition Regulation (FAR) Part 12.102, Restricting Competition (a) only one source is available.

The IHS anticipates the award of a fixed-price purchase order for the period of October 1, 2026 through September 30, 2027.

This is not a request for competitive proposal and no solicitation is available.

Firms that believe they can provide the equipment, and services are encouraged to identify themselves and give written notification within the timeframe specified in the original notice by September 17, 2026.

A determination by the Government not to complete this action is within the discretion of the Government.

Information received will be considered solely for the purpose of future considerations.
