What this contract is for
The purpose of this special notice is to communicate all Engineering, Professional, and Administrative Support Services (EPASS) Round 2 and Round 3 Fair Opportunity Competition (FOC) opportunities for the Air Force Life Cycle Management Center (AFLCMC). The EPASS Program Office is responsible for acquiring Advisory and Assistance Services (A&AS) for AFLCMC, HQ AFMC, and AFIT. In order to be eligible for task order awards, prospective prime offerors must be within the GSA OASIS Small Business pool as indicated on the Task Order Phasing Plan. Information for each Fair Opportunity Competition, to include Fair Opportunity Proposal Requests (FOPRs) is communicated to the respective GSA OASIS Small Business pool through use of the email distribution list managed by the GSA OASIS Program Office. For additional information on GSA OASIS, please see https://www.gsa.gov/buying-selling/products-services/professional-services/buy-services/one-acquisition-solution-for-integrated-services-oasis. 27 September 2024 Update: Availability of GSA OASIS+ MAC IDIQ has been delayed due to protest(s), however, EPASS has begun preliminary market research utilizing SAM.gov by posting open RFIs for the remaining Round 3 FOCs to identify Domain/NAICS. NOTE: EPASS is a 100% small business set-aside program. We are committed to maximizing opportunities for small businesses, as it is a foundational part of our acquisition strategy. Due to industry concerns, EPASS has carefully taken the appropriate measures to adjust the qualifications for competing for follow-on work. These measures are intended to keep EPASS work grounded in its foundation, opera...

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
