What this contract is for
NASA/GSFC has a requirement for Electrical Systems Engineering Services and related services to the Engineering and Technology Directorate (ETD) as required, for the study, design, systems engineering, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. NASA/GSFC intends to increase the contract ceiling by $75.6M and extend the contract’s period of performance on a sole source basis to acquire the services from Science Systems and Applications, Inc. (SSAI) to allow for the continuation of mission critical services under the ESES III contract. This extension will allow for continued contract performance and continuation of mission critical services under the ESES III contract. As such NASA/GSFC intends to extend the current contract effective ordering period by a base period of 4 months and if needed, two additional option periods of 4 months each, totaling a potential contract extension of up to one (1) year (through December 8, 2025), by which time the follow-on, competitive contract is expected to be awarded. This is a Cost-Plus-Award-Fee (CPAF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, 80GSFC18C0120. The rationale supporting this sole source award to SSAI is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements and is based on the nature of the work to be performed, and the fact that NASA/GSFC currently has a competitive follow-on procurement underway.
