NASA/AFRC has a requirement for facilities and utilities necessary to support PC-12 aircraft ground and flight operations during the QUARC laser communications campaign.

The scope includes hangar access, servicing utilities, secure office and storage space, internet connectivity, fuel support for ground equipment, and personnel access coordination.

NASA/AFRC intends to issue a sole source contract to acquire the services from JetsFBO.

NASA requires contractor-provided hangar facilities, utilities, and support at Cleveland Hopkins International Airport (KCLE) in Cleveland, Ohio.

The purpose of this effort is to ensure safe, continuous, and efficient PC-12 ground and flight operations in support of the Quantum Aerospace Communication (QUARC) mission objectives.

Hangar location for the PC-12 QUARC laser communications campaign must be at KCLE.

The QUARC payload systems need to link-up to NASA Glenn Research Center (GRC) ground stations (line of sight) during integration and ground testing operations.

The Government intends to acquire a commercial product or service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jamill Richter, [email protected] and Nikki Terranova, [email protected] not later than September 15, 2026 at 10:00am PT.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis.

A decision by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
