What this contract is for
The Naval Information Warfare Systems Command’s (NAVWAR) mission is to identify, develop, deliver and sustain information warfare capabilities and services that enable naval, joint, coalition and other national missions operating in warfighting domains from seabed to space; and to perform such other functions and tasks as directed. NAVWAR is interested in awarding agreements and contracts to carry out this mission via Commercial Solutions Opening (CSO) announcement N00039-25-S-0001, under the authority of 10 USC 3458. The CSO is a competitive process, intended to ensure that competitive procedures are used to the maximum extent practicable when entering into agreements or contracts to carry out the prototype projects authorized under 10 USC 3458. This CSO announcement provides for procuring innovative commercial solutions and services using streamlined procedures to enhance information warfare capabilities and services that enable naval, joint, coalition and other national missions operating in warfighting domains from seabed to space. Interested parties with new/developmental technological solutions are highly encouraged to visit the NAVWAR CSO website to obtain more information regarding Areas of Interest (AOI) for which the Government seeks solutions. Please note that the submission period for solutions briefs under the identified AOIs will be open for a limited period of time, so check the NAVWAR website for updates frequently. The NAVWAR CSO website is: https://www.navwar.navy.mil/Work-With-Us/Open-CSO-Calls/.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
