What this contract is for

WAVE GLIDER PILOTING SVC Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to Liquid Robotics for Wave Glider piloting services. Award will be made in accordance with Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) Part 12 entitled, Acquisition of Commercial Products and Commercial Services. Liquid Robotics is, to the USGS' knowledge, the only source who can provide the required service due to the Wave Glider Management System being proprietary to Liquid Robotics. The purpose of this notice is to satisfy the requirements of RFO FAR Subpart 5.101(a). This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541519, Other Computer Related Services. Responses or inquiries shall only be accepted through electronic mail addressed to [email protected] and must be uploaded and received in their entirety no later than July 24, 2026 at 1500 PST. Responses submitted by hardcopy or any web portal shall not be accepted or considered. The attached sole source justification has been redacted in accordance with FAR 6.301.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
