What this contract is for

NAVSUP Fleet Logistics Center San Diego (FLCSD) intends to award a Sole Source contract to Cox Communications (Cox California Telcom L.L.C.) in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a) Restricting competition and RFO 5.101 Presolicitation Notice, as only one source is reasonably available to fulfill this requirement. Commander, Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC) requires continuous commercial cable television (CATV) and broadband internet modem services at Naval Amphibious Base (NAB) Coronado, Buildings 11 and 14. This sole source requirement is for a 12-month base period (August 11, 2026, through August 10, 2027) with four (4) 12-month option periods. Cox Communications is the incumbent provider of these commercial cable television and broadband internet services under purchase order N00244-21-P-0445. The existing services utilize Cox-owned telecommunications infrastructure that is currently installed, configured, and operational. Transitioning to another provider would require engineering surveys, the installation of new telecommunications infrastructure, replacement of existing customer premise equipment, network reconfiguration, and extensive testing. A continuation of services with the incumbent provider avoids a substantial duplication of cost to the Government that is not expected to be recovered through competition and mitigates unacceptable delays and operational disruptions to mission-essential operations, situational awareness, and administrative support.
