What this contract is for

The U.S. Army Corps of Engineers (USACE), Los Angeles District (SPL) is issuing solicitation for a Design-Build (DB) Multiple Award Task Order Contract (MATOC) for construction services. This is a 100% Small Business Set-Aside. The contract duration is 5 years or a maximum not-to-exceed value of $99,000,000.00, whichever occurs first. This MATOC will cover Sustainment, Restoration, and Modernization (SRM) projects, minor MILCON, and support for military installations, Veteran Affairs, Customs and Border Patrol, and other Civil Works programs within the South Pacific Division (SPD) and primarily for installations and customers within the responsibility of USACE Los Angeles District including but not limited to: March Air Reserve Base (ARB), Edwards Air Force Base (AFB), Vandenberg Space Force Base, Fort Irwin, Port Hueneme, Camp Pendleton, Naval Surface Warfare Center (NSWC), Department of Interior, and Customs and Border Patrol. This DB MATOC will service the Southern California Region to include local public and military customers, although it will be available to Districts within the SPD AOR to include SPN, SPK, and SPA. Accordingly, SPL proposes to award up to six (6) Indefinite Delivery Contracts (IDCs). The Seed Task Order will be issued to the offerors who make it into Phase 2. The DB MATOC will include procedures for On-Off-ramp of its contractors as deemed appropriate. How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
