What this contract is for
This procurement is for the manufacture and delivery of Boots, Intense Cold Weather Marine Corps Combat (MC ICWB) PGC#03939. The MC ICWB will be procured in accordance with purchase description MC/PD-23-01 dated 15 December 2023. The solicitation will have one (1) lot for a 100% of total requirement and be issued as 100% Small Business Set-Aside Competition after Exclusion of Sources, FAR 6.203 Set-asides for small business concerns. The solicitation will be evaluated under Best Value Trade-Off Source Selection Procedures with the following evaluation factors: (1) Product Demonstration Models (PDM), and (2) Past Performance Confidence Assessment. Offerors are required to include Product Demonstration Models (PDMs). Evaluation will consist of PDM, Past Performance, and price. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. As other evaluation factors become more equal, the evaluated cost or price becomes more important. Quantities: This procurement contains a three (3) year base term. Within the three year base term there will be three (3) 12-month price tier periods. The Minimum Quantity is 1,260 pairs for the life of the resultant contract. The Minimum Quantity may be ordered during any tier period or combination of tier periods. The Government may fulfill the Minimum Quantity by issuing a single delivery order or any number of delivery orders. However, in fulfilling the Minimum Quantity, the total dollar value expended by the Government shall not exceed the dollar value of the Minimum Quantity procured at the lowest unit price under the contract, hereafter referred to as the “Guaranteed Minimum Dollar Value.” The Government will be considered to have fulfilled its obligation to order the Minimum Quan...
