What this contract is for

The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic’s intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to KVH for satellite airtime and one year of monthly maintenance fees. The Government intends to negotiate solely with KVH under the authority of FAR 13.106-1(b). KVH is the sole provider of the satellite airtime. No other vendors or distributors can provide this airtime as it is currently being used. The NAICS Code is 517410 and the Small Business Size Standard is $44 million. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotationResponses to the pre-solicitation notice and questions concerning this notice can be submitted to Jessica Glisson at [email protected] by 11 December 2025. All responses received by 11 December 2025 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
