The U.S.
Department of Agriculture (USDA) Forest Service, Procurement Operations (PROPS), East Zone, CSA East 6, intends to award a sole-source, firm-fixed-price contract to A & A Sheet Metal Products (SECURALL) under the authority of FAR 13.106-1(b).
Requirement: Acquisition of one (1) pre-fabricated Agri-Chemical storage container to be delivered and offloaded to a pre-existing concrete pad at the Mark Twain National Forest, Salem Ranger District.
The structure will be utilized for the safe storage of US Forest Service tracer paint.
Justification Details: SECURALL is the Sole Original Equipment Manufacturer (OEM) of this industrial unit.
Sourcing from alternative providers is restricted due to technical and structural constraints: Foundation Match: The existing concrete pad at the Salem RD compound was engineered, poured, and set to the exact structural layout specifications provided by SECURALL.
Cost & Delay Avoidance: Sourcing a different manufacturer would require physical demolition, structural modifications, or a complete re-pouring of the foundation pad, causing a substantial duplication of government costs and severe operational delays.
Safety & Compliance: The unit features a unique, heavy-gauge galvannealed double-wall steel system capable of withstanding winds up to 250 mph and includes a built-in 12-gauge liquid-tight continuously welded steel sump flooring system for secondary spill containment.
This exact model satisfies specific EPA and OSHA-approved safety criteria required on-site.
