This is a pre-solicitation notice in accordance with Revolutionary FAR Overhaul (RFO) 5.101(a) for intent to restrict competition under an acquisition for commercial products/services (RFO Part 12) issued by the NOAA Acquisition and Grants Office (AGO).

The value of this acquisition is expected to be below the simplified acquisition threshold (SAT).

The Office of Space Commerce (OSC) requires a data subscription for Jacchia-Bowman-HASDM Solar and Geomagnetic Indices (JBHSGI) to provide proprietary space weather indices needed for operating the Traffic Coordination System for Space (TraCSS).

This subsription service provides critical inputs for atmospheric density modeling, orbital drag prediction, and space situational awareness, enabling TraCSS to fulfill its mission of providing civil and commercial space traffic coordination services under Space Policy Directive 3 (SPD-3).

By consulting with knowledgeable Government officials and technical SMEs within NOAA and USSF, it was determined that the data and services required by this subscription are only available from one commercial provider.
