What this contract is for

Naval Information Warfare Center (NIWC) Atlantic?s mission is to conduct research, development, prototyping, engineering, test and evaluation, installation, and sustainment of integrated information warfare capabilities and services across all warfighting domains with an emphasis on Expeditionary Tactical Capabilities and Enterprise IT and Business Systems in order to drive innovation and warfighter information advantage. To achieve these mission imperatives, NIWC Atlantic has established the Rapid Capabilities Office (RCO) to act as a change agent to rapidly assess and accelerate the delivery of capabilities to address emergent fleet needs. To accelerate the adoption of advanced technology, curate solutions to technology gaps, and lead rapid prototyping NIWC Atlantic issues this RCO Commercial Solutions Opening (CSO) as authorized by 10 U.S.C. 3458 for the acquisition of innovative commercial products or commercial services through the use of a general solicitation. Interested parties with new/developmental technological solutions are highly encouraged to follow this CSO (N65236-26-S-0001) in Sam.gov that will be used to post future Areas of Interest (AOI) for which the Government seeks solutions. Please note that responses against this continuously open CSO announcement will not be accepted. Individual Areas of Interest will be posted against this CSO that interested parties can submit technical solutions against.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
