What this contract is for
National Oceanic and Atmospheric Administration (NOAA), Acquisition & Grants Office, Western Acquisition Division, hereby gives public notice of the intent to negotiate a sole-source purchase order pursuant to the authority of RFO FAR 6.103-1, as the supplies required by the agency are available from only one responsible source through Echoview Software Pty Ltd and no other provider will satisfy agency requirements. FAR 6.103-1 and 41 U.S.C. § 3304(a)(1) establishes authority for the government to seek post-processing hydroacoustic data from Echoview Software Pty Ltd. The acquisition is for Echoview Analysis Suite Cloud Licenses. The procurement period of performance includes one (1) Base Year and four (4) 1-year Option Periods. No set aside is to be used for this sole source requirement. The associated NAICS code is 513210, Software Publishers. The requirement is for Echoview software cloud licenses to facilitate the processing and analysis of fisheries acoustic data. Since Echoview is the standardized tool for data processing across all regional science centers during living-marine resource and research surveys on both crewed and uncrewed NOAA and non-NOAA vessels, the transition to cloud-based data management necessitates integrating Echoview’s cloud-computing capabilities. Therefore, the Government intends to negotiate a purchase order with Echoview Software Pty Ltd. This is not a solicitation for competitive quotes, nor will one be posted on SAM.gov.
