GENERAL INSTRUCTIONS This solicitation is issued for a commercial construction requirement using Revolutionary Federal Acquisition Regulation Overhaul (RFO) Federal Acquisition Regulation (FAR) Part 12 procedures, with applicable construction requirements under RFO FAR Part 36 and RFO Defense Federal Acquisition Regulation Supplement (DFARS) Part 236. This acquisition uses the lowest price technically acceptable (LPTA) methodology. Award will be made to the responsible quoter whose quote is technically acceptable and whose total evaluated price is the lowest price determined fair and reasonable. The Government contemplates award of a firm-fixed-price purchase order resulting from this request for quotations. For acquisitions conducted as a request for quotations, a quotation is not an offer. The Government's issuance of a purchase order is the offer. A binding contract is formed when the contractor accepts the purchase order by signature, written acceptance, or substantial performance. 2. REQUIREMENT DESCRIPTION AND ATTACHMENTS The Government requires performance of commercial construction services for Range Echo Firing Berm Upgrade (DEVENS) at Devens RFTA located at Installation PBO, Whse Bldg 3574, 12 Feinberg Street, Devens, MA 01434-4429. The work shall be performed in accordance with the solicitation and all attachments listed below.
