What this contract is for

This solicitation is not ready to be issued as of this date. The Embassy of the United States in Apia, Samoa, will release a solicitation for the supply and delivery of passenger vehicle. The Government plans to issue solicitation on or about the mid to last week of March 2026. The quotation due date will be set forth in the solicitation. The Government may award the contract/purchase order based on the initial offer without discussion. The resultant contract/purchase order will be firm fixed price. For all awards with total amount of $30K and above, all contractors must be registered in the SAM (System for Award Management) Database - https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are required to register prior to the submittal of offers. If you are not yet registered, please start the registration process as soon as you see this notice. The guidelines for registration in SAM are also available at: https://sam.gov/entity-registration Electronic Submission/Responses: This opportunity allows for electronic responses. Please submit your offer via email to [email protected] prior to the response date and time. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 10MB. If the file size exceeds 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
