What this contract is for
1. Notice of Strategy The Department of Commerce (DOC) is providing this notice to inform industry of its procurement strategy for the Cloud Vehicle Blanket Purchase Agreement (BPA). This 10-year vehicle, with an estimated value of $4.105 Billion, is designed to provide native hyperscale cloud services across the Department. 2. Direct-to-CSP Approach Due to highly specialized technical requirements, including massive compute elasticity (25,000+ concurrent vCPUs), proprietary 100+ Tbps global backbones, and specific hardware density for AI/ML and weather modeling, the Department is utilizing a Direct-to-CSP strategy. It is contemplated that to ensure mission success and direct engineering support, only Original Equipment Manufacturers (OEMs) acting as the Cloud Service Provider (CSP) will be eligible for award. 3. Authority This strategy is being executed via GSA eBuy under the authority of GSAR Subpart 538.71. Participation is restricted to authorized contractors holding a GSA Multiple Award Schedule (MAS) under SIN 518210C. 4. No Action Required This notice is for informational purposes only to ensure transparency in the Department's long-term cloud acquisition planning. The Department is not seeking quotes, proposals, or feedback as part of this notice. 5. Points of Contact Eric Olmstead, Contracting Officer: [email protected]

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
