This special notice is to inform vendors that a Call for Solutions for Project Manager Electromagnetic Warfare & Collection (PM EW&C) Rapid Electromagnetic Warfare & Signals Intelligence (REWSI) under the Army Open Solicitation (AOS) Commercial Solutions Opening (CSO) was released on 22 April 2026 via the VULCAN portal https://vulcan-sof.com seeking commercially available technologies. Capability Program Executive Intelligence and Spectrum Warfare (CPE ISW) is seeking interested vendors with commercially available solutions through the Army Open Solicitation Commercial Solution Opening (CSO) Call for Solutions for Project Manager Electromagnetic Warfare & Collection (PM EW&C) to meet the Electromagnetic Spectrum Operations (EMSO) Characteristics of Need (CoN) requirements. The Government intends to rapidly procure and sustain equipment to fulfill the EMSO CON requirements and support the PM EW&C portfolio. Questions are to be sent only to the Contracting/Agreements Officer and Specialist (POCs) listed in this Call for Solution. The following shall be utilized in the email subject line: “Call for Solution – EMSO CoN Capabilities.” All questions should be sent to the following email address: [email protected].
