What this contract is for

The Hawaii Air National Guard intends to issue a sole source firm-fixed priced contract to Trane U.S. Inc., 2969 Mapunapuna Pl, Suite 101, Honolulu, HI 96819. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code 3204(a)(1), as implemented by Revolutionary Federal Acquisition Regulation Overhaul 6.103-1. Therefore, a Request for Quote (RFQ) solicitation from a single source will be issued to Trane U.S. Inc. to upgrade existing HVAC Direct Digital Control (DDC) systems in multiple facilities at Joint Base Pearl Harbor-Hickam. The work includes replacing legacy Trane Building Control Units (BCUs) with new Trane Tracer SC+ System Controllers, furnishing and installing Uninterruptible Power Supplies (UPS), and providing all software programming and integration required to seamlessly connect these systems to the existing, campus-wide Trane Tracer Ensemble Server/User Interface. Trane U.S. Inc. is the Original Equipment Manufacturer (OEM) of the existing Trane control infrastructure. The integration and programming of the new controllers require the use of proprietary service software (Software Management Plans), tools, and firmware that are highly restricted and available exclusively to direct, factory-trained Trane technicians. No other vendor has access to the required proprietary software to execute the integration into the existing Trane enterprise system.
