OBJECTIVE The Department of Veterans Affairs has a requirement to install valves on water supply lines to enable individual building isolation from the campus water supply at the Rocky Mountain Regional VA Medical Center.
Facility Management Services has identified approximately 30 valves on domestic cold water, domestic hot water, and domestic hot water return that require valve installation or valve replacement.
The intent of this contract is to install isolation shutoff valves on the domestic cold water (DCW), domestic hot water (DHW), and domestic hot water recirculation (DHWR) pipes at key points to allow facilities maintenance to control water flow to individual buildings.
STATEMENT OF WORK In phase 1, the contractor shall: For Building A: Coordinate an 8 hour water shutoff with the COR.
This shutdown will likely be scheduled weekday-overnight or weekend-daytime.
The DCW/DHW/DHWR shutoffs shall be accomplished using dual ice plugs on each pipeline.
The contractor shall position the ice plugs such that a mid-section of pipe can be removed and replaced with a pre-built pipe section that includes a shutoff valve.
Ensure the pre-built section and installation effort are conducted at an appropriate cleanliness level for domestic water supply.
Install the pre-built pipe section and utilize pipe connections that are grooved coupling or flange as appropriate for the use-case and installation scenario.
Re-insulate installed pipe sections.
Pipe, valve, and connection/coupler material and sizes shall be appropriate for the use-case and installation scenario.
For Building E: Coordinate an 8 hour water shutoff with the COR.
This shutdown will likely be scheduled weekday-overnight or weekend-daytime.
The DCW/DHW/DHWR shutoffs shall be accomplished using dual ice plugs on each pipeline.

Official solicitation and documents
The full solicitation, any attachments, and the actual submission instructions live on the official listing, not on this page. Oppward summarizes public record data; it does not host or mirror the source documents.
Oppward is an independent service and is not affiliated with, endorsed by, or sponsored by SAM.gov or any government agency. This page is a plain-English summary of public record data; the linked source above is the authoritative listing.
How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
