The Sanford Airport Authority (Authority) is requesting bids from qualified, firms that possess all licenses, registrations, certifications, and other authorizations required by applicable law to perform the work described in this Solicitation, to provide on-site cleaning, temporary storage, and decontamination of Aircraft Rescue and Firefighting (ARFF) foam systems at Orlando Sanford International Airport. The project involves removing per- and poly-fluoroalkyl substance (PFAS) contaminants from foam tanks and piping in Aircraft Rescue and Firefighting (ARFF) vehicles and transitioning the equipment from Aqueous Film Forming Foam (AFFF) to a synthetic fluorine‑free foam (SFFF). The selected provider will perform on-site cleaning and be responsible for all equipment mobilization, operation, and demobilization, ensuring compliance with FAA guidance, environmental regulations, and industry standards. The work aims to maintain full operational readiness while supporting the Authority’s commitment to modernizing infrastructure and improving environmental performance. Interested firms must meet minimum qualifications, including prior successful completion of a similar transition project at an Index C, D, or E ARFF airport facility, and must submit required documentation through the Authority OpenGov e‑Procurement Portal. The Authority reserves the right to reject any proposals and award the contract in its best interest. Firms submitting a Bid in response to this Solicitation (singularly, a Respondent ; collectively, Respondents ) must meet the minimum qualification requirements specified in the Respondent Questionnaire, available on the Authority’s e-Procurement Portal hosted by OpenGov at https://secure.procurenow.com/portal/flysfb .
