The Army Advanced Manufacturing (AdvM) Commercial Solutions Opening (CSO) aims to support the Headquarters Army Materiel Command (HQ AMC), the Army's AdvM Lifecycle Management Delegee, through solicitation of innovative commercial solutions to establish and advance manufacturing capabilities within the Army's Organic Industrial Base (OIB) and Army echelons to the tactical edge. The U.S. Army Contracting Command - Redstone Arsenal (ACC-RSA) is interested in making awards by maximizing existing authorities and utilizing any single authority or a combination of the authorities below: 10 U.S.C. § 3458 – Authority to acquire innovative commercial products and commercial services using general solicitation competitive procedures / DFARS RFO 212.70 – Defense Commercial Solutions Opening 10 U.S.C. § 4022 – Authority of the Department of Defense (DoD) to carry out certain prototype projects Revolutionary FAR Overhaul (RFO) 6.101(b)(3) – Other Competitive Procedures Employee Stock Ownership Pilot (ESOP) Program authorized by Section 874 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2022, as amended by Section 872 of the NDAA for FY2024. ACC-RSA is seeking to obtain commercial, innovative solutions or potential capabilities that fulfill requirements, close capability gaps, or provide potential innovative technological advancements.
