N4008526R0178 This acquisition is being solicited on an unrestricted basis with full and open competition.

THIS SOLICITATION INCLUDES CMMC LEVEL 1 (SELF) REQUIREMENTS IN ACCORDANCE WITH DFARS 252.204-7025 (DEVIATION 2026-0038) AND 252.204-7021 (DEVIATION 2026-0038).

This project is considered a “Large-scale Construction Project” as defined in FAR 22.502 (DEVIATION 2026-O0040).

Accordingly, the requirements of FAR Subpart 22.5 (DEVIATION 2026-O0040) will apply.

The Offeror shall submit a signed Project Labor Agreement with their Price Proposal submission, in accordance with FAR Provision 52.222-33 (DEVIATION 2026-O0038) and FAR Clause 52.222-34 (DEVIATION 2026-O0038).

Offerors that do not include a signed Project Labor Agreement complying with the terms of FAR 52.222-33 (DEVIATION 2026-O0038) and 52.222-34 (DEVIATION 2026-O0038) shall be considered nonresponsive and ineligible for award.

Description of Work: This design-bid-build project will include the construction of a multi-story steel frame 12,920 SF laboratory and office facility.

The facility will support a variety of functions including depot level testing of critical torpedo systems.

Construction consists of a steel frame building with a shallow foundation, metal standing seam roof and masonry and metal panel exterior walls.
