Combined Synopsis/Solicitation Solicitation No. 140R3026Q0094 - Turbine and Transformer Oil Testing for Hoover Dam - BPA (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12 (12.202(b)(1)). This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 140R3026Q0094 is issued as a request for quotation (RFQ) for Turbine Generator and Transformer Oil Testing and Reporting for Hoover Dam. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The applicable NAICS is 541380-Testing Laboratories and Services, and the small business size standard is $19.0 million. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. (ii) Please see Attachment 3 - Price Schedule, for line item descriptions and quantities. Note that the amounts are estimated maximums. (iii) Description of requirements for the services requested under this solicitation can be found in Attachment 1 - Statement of Work. (iv) The Government intends to award a single Blanket Purchase Agreement (BPA) with a 5-year performance period. The estimated period of performance under the BPA is October 1, 2026 through September 30, 2031. The Government reserves the right to award one, multiple or no BPAs as a result of this solicitation.
