What this contract is for

Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Kinshasa will launch the solicitation on the SAM.gov website when it is available. The Contractor shall provide and deliver comprehensive health insurance to the U.S. Embassy Kinshasa’s local staff, as described in this solicitation. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government may award the contract based on the initial offer without discussion. The contract type will be a fixed price with economic price adjustment indefinite quantity/indefinite delivery under which the Government will place firm fixed-price delivery orders. The Embassy intends to issue orders for approximately 351 premiums. All contractors should register in the SAM (System for Award Management) Database https://sam.gov pursuant to FAR provision 52.204-7. Electronic Submission/Responses: This opportunity allows for electronic responses. Please submit your offer prior to the response date and time listed in the solicitation.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
