What this contract is for
The U.S. Embassy Kinshasa, Democratic Republic of Congo, seeks proposals from qualified insurance providers to deliver comprehensive group health insurance coverage for locally employed (LE) staff of the U.S. Mission in Kinshasa and their eligible dependents. Scope of Work: The contractor shall provide health insurance services covering approximately 351 enrolled individuals (employees and dependents) across three enrollment categories: Self-Only, Self-Plus-One, and Self-Plus-Family. Coverage must meet or exceed the following minimum benefit levels: Hospitalization & Emergency Services: 100% Outpatient Services: 100% Obstetric & Newborn Care: 100% Pediatric Services: 100% Prescription Drugs: 100% Preventive, Wellness & Chronic Disease Management: 100% Mental Health & Substance Abuse Care: 100% Dental Care: Up to USD 3,200 per individual per contract year Optical Care: Up to USD 300 per individual every two years Hearing Aids: Up to USD 1,500 per ear per three-year period Rehabilitative & Habilitative Services: 100% Reproductive Health: 100% HIV/AIDS: Up to USD 10,000 per individual per contract year Out-of-Country Medical Treatment & Travel: 100% Annual Maximum Benefit: USD 47,000 per covered individual per contract year The contractor must also maintain a pre-authorization system (standard responses within 24 hours; emergency responses within 2 hours), a web-based digital claims portal and mobile application with English and French language support, and a direct-billing network of at least ten (10) approved medical facilities in Kinshasa.
