What this contract is for

THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR QUOTE (RFQ). This presolicitation notice is issued in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 5.101. The notice provides the United States Department of Agriculture – Rural Development’s (USDA-RD) intent to award a sole-source contract pursuant to RFO 6.103-1-Only one responsible source and no other supplies or services will satisfy agency requirements. USDA-RD intends to award a firm-fixed-price contract to renew subscription for electronic access via IP authentication or other mutually agreed upon authentication method for all USDA users and public on-site users to specified publications published by the American Phytopathological Society. The Contractor shall make the American Phytopathological Society publications accessible 24 hours per day. The American Phytopathological Society is the only vendor that can meet USDA/ARS/National Agriculture Library (NAL) requirement for immediate, unembargoed perpetual electronic access to American Phytopathological Society content. The American Phytopathological Society is the copyright holder of its proprietary and unique publications. No source other than the American Phytopathological Society can guarantee perpetual access to the content of its publications, which gives USDA users access in perpetuity to the content for which NAL purchases access. The applicable North American Industry Classification System (NAICS) code for this procurement is 519210 – Libraries and Archives. The Product Service Code (PSC) assigned to this requirement is 7630 – Newspapers and Periodicals.
