What this contract is for

The General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Services (TTS), Technology Acquisition Division intends to add National Institute of Standards and Technology (NIST) Special Publication (SP) 800-63 Revision 4 assessment services via an out-of-scope modification to Contract No. 47QPCA24P0001 with Kantara Initiative, Inc. in support of Login.gov's Rev. 4 certification. Login.gov is a shared authentication platform providing the public secure access to participating Government services. It participates in the Kantara Identity Assurance Program and holds the Kantara Trust Mark certification to demonstrate conformance with federal digital identity standards. To obtain the Rev. 4 Kantara Trust Mark, the Rev. 4 assessment services are required. The Rev. 4 assessment services do not fall within the scope of the original contract and are being added on a sole-source basis. Basis: The required assessment services are available from only one responsible source. Under Kantara's recently restructured Identity Assurance Program, entities seeking Kantara certification must obtain the required assessment services directly through Kantara. As a result, Kantara is the only responsible source through which the required Rev. 4 assessment can be obtained. Notice of Intent: This notice is provided in accordance with RFO-FAR 5.101 and RFO-FAR 5.201. This is not a request for competitive quotes or proposals. The Government intends to award the out-of-scope Rev. 4 assessment services on a sole-source basis to Kantara Initiative, Inc. under the authority of RFO-FAR 6.103-1, Only One Responsible Source. Interested parties may submit a capability statement demonstrating the ability to provide the required assessment services, which will be con...

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
