What this contract is for

The Defense Health Agency Contracting Activity (DHACA) in Fort Detrick, MD intends to negotiate on a sole source basis (IAW RFO 12.102(a)) with NOVA Biomedical, 200 Prospect, MA 02453, as the only responsible source that can provide a NOVA Stat Profile Prime Plus VET analyzer. This is a pre-solicitation notice in accordance with RFO 5.101. While there is a wide variety of hospital and point-of-care blood gas/electrolyte analyzers for human use, there is a very limited selection available for veterinary use and multi-species applications. NOVA Biomedical is the only source that can provide this capability. Inability to obtain this instrument will lead to the loss of critical data with potential for toxicological studies to be rendered incomplete. PH would be left with inadequate data upon which to make informed risk management decisions to protect warfighter health, safety, readiness and lethality. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of $1,000 employees. This pre-solicitation notice is not a request for competitive proposals and no solicitation document exists for this requirement. However, any parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service.
