What this contract is for

The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a HVAC Upgrade project, at the United States Postal Service owned Brooklyn Rugby Station 726 Utica Avenue, Brooklyn, NY 11203, Kings County. Please see attached Summary of Work. The estimated cost of the work is between $3,000,000 and $4,000,000; with construction completion no later than Seven hundred fifty (750) calendar days after receipt of the Notice to Proceed. The solicitation will open June 23 2026 on USPS eSourcing Coupa (see How to Participate below) and close on July 23 2026. A pre-proposal meeting for this project will be held on July 1, 2026 at 9:00am, (local time) on site. Attendance is not mandatory but is strongly recommended. The Postal Service bases contract award decisions on best value. The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price to achieve small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price. MINIMUM REQUIREMENTS: The Requirements below will be evaluated on a Pass/Fail Basis.
