What this contract is for
Contractor shall provide all tools, materials, labor, quality assurance, and supervision in accordance with construction documents, drawings and specifications to complete project 556-24-113 Oil Transformer and Switch Enclosure Upgrades at Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, IL. This project is for renovations resulting in a complete, compliant, and fully-functional project, including replacing medium voltage oil-filled transformers that serve the following buildings on the James A. Lovell FHCC campus: 1, 3, 9, 11, 66, 137 and 187. The solicitation, specifications and drawings will be posted on Contact Opportunities. There will be a pre-bid conference held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid conference will be included in the solicitation package. Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the contracting officer that it is a; (1) SDVOSB eligible vendor IAW VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) Certified SDVOSB/VOSB listed in the SBA certification database at https://veterans.certify.sba.gov/ (see 13 CFR 128).  The solicitation will be issued on or about July 9, 2026, with the bid opening on or about August 11, 2026. The bidder is responsible to monitor and download any amendments from Contact Opportunities which may be issued to this solicitation.
