Presolicitation Notice Page 4 of 4 Page 1 of 3 This is NOT a Request for Proposal (RFP) Pre-Solicitation Notice, 36C10F26R0054, National Center for Warrior Independence Multiple Task Order (MATOC) IDIQ In response to EO 14296, Keeping Promises to Veterans and Establishing a National Center for Warrior Independence, The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is issuing a Pre-Solicitation Notice for the Two-Phase Design-Build Solicitation Number 36C10F26R0054, National Center for Warrior Independence Multiple Task Order Contract (MATOC). Under this RFP, and in accordance with RFO 36.101-2(b), following the evaluation of Phase I proposals, the Contracting Officer will select the most highly qualified offerors up to three, unless the Government determines that a greater number is in its best interests, and via an amendment to the solicitation invite those offerors to submit Phase II proposals for the Seed Task Order Construct Administration Building 306 . The Seed Task Order, titled Construct Administration Building 306, will be evaluated during Phase II of this solicitation. In Phase II, Successful Phase I Offerors will be required to submit both technical and price proposals for this initial seed task order. Phase I and Phase II Evaluation Criteria, as well as any potential future projects will be specified in the official Request for Proposal. The Period of Performance is for a period of no more than 730 days after issuance of the Notice to Proceed.
