The County of Sacramento, Department of Waste Management & Recycling (DWMR) is soliciting proposals from qualified construction quality assurance (CQA) firms to perform construction monitoring, field and laboratory testing, and reporting associated with miscellaneous base liner system and / or final cover system construction for the Kiefer Landfill facility (KLF) on an on-call basis. CQA services will be performed in conjunction with the actual liner system or cover system construction performed by a separate contractor. The KLF is located in southeastern Sacramento County at 12701 Kiefer Boulevard, Sloughhouse, California 95683. Damage to the liner system affects the integrity of this environmental barrier and shall be repaired before covering the damaged liner with waste. Due to limitations on locations for active waste placement, repairs may be of a very high priority to maintain service for the waste stream entering the landfill. As such, emergency repairs will be needed on an on-call basis to keep the landfill operation running efficiently. Whenever emergency repairs are needed, CQA services will be also be needed to document the repairs. In addition to emergency repairs, CQA services are also needed for materials used for the base liner system or final cover system to qualify such materials as meeting regulatory-approved specifications. Such materials may include sideslope leachate collection and removal system (LCRS) soil, final cover soil, or other materials placed by the landfill operator that may need laboratory testing to document that it meets regulatory requirements.
