Scope
Department of State Overseas Buildings Operations Planning and Real Estate Worldwide Professional Brokerage Services Synopsis The Department of State plans to award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for a two-year base and eight subsequent one-year options, at the discretion of the Government.
The IDIQ awards will be made to the responsive Offerors whose proposal conforms to the solicitation and offers the “Best Value” to the Government, whereas technical considerations are more important than cost.
This award will not be set aside for small business.
Multiple awards will be made with each awardee being guaranteed a minimum of $25,000 for the entire contract period of performance and shall not be considered the minimum amount for each year should any option years be exercised.
The overall ceiling price for the multiple award IDIQ contract is $35,000,000.
The maximum aggregate dollar value of all task orders awarded under the IDIQ type contracts during the base year and option years exercised cannot exceed this ceiling.
This ceiling is not being subdivided equally amongst the number of awardees, nor is it being multiplied by the number of awardees.
The NAICS code for this requirement is 531210.
The contractor shall provide real estate services for a variety of projects in every country throughout the world where DOS has a presence (over 290 U.S. diplomatic posts worldwide).
The DOS’ real estate portfolio includes land (improved and unimproved), office buildings, office space, warehouses, recreation areas/centers, representational facilities, residential properties (single, multi-family and apartment buildings), motor vehicle facilities, support facilities, and mixed-use properties that support its diplomatic missions overseas.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
