Scope
NOTICE OF PROPOSED CONTRACT ACTION (NOPCA)/NOTICE OF INTENT.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division (CCSD), Platform One Contracting Branch, (AFLCMC/HNCKP) hereby gives notice of its intent to award an RFO 6.103-1 “The circumstances of the acquisition deem only one source capable of providing the products, services or solution.” for a sole source bridge contract using RFO Part 12 procedures, for the purpose of operations, identity administration, customer onboarding support, and automated information technology service capabilities for Platform One.
This justification is based on the due to meeting the Government’s requirement without unacceptable operational, schedule, and transition risk for the short duration of the bridge.
The long-term sustainment strategy for the Cerberus Value Stream relies on transitioning these capabilities to a fully competitive follow-on contract.
The Government is currently structuring the follow-on acquisition as a full-and-open competitive award.
The North American Industry Classification System (NAICS) Code is 541511 and the Size Standard is $34M.
Period of Performance: Base option of 6 months from date of award, with one, 6 month option.
The Government intends to make an award by 10 November 2026.
This is not a request for competitive proposals and no solicitation is available.
A determination by the Government not to compete based on responses to this notice is solely within the discretion of the government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
