Scope

This is a pre-solicitation notice of a sole-source to an SDVOSB.

The VA Acquisition Regulation (VAAR) clause that provides for sole source awards to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) can be found in VAAR 819.7007.

VAAR 819.7007 - Sole Source Awards to Service-Disabled Veteran-Owned Small Businesses: (a)Â A contracting officer may award contracts to a verified SDVOSB, as described in 819.7003, using other than competitive procedures provided: The anticipated award price of the contract (including options) will not exceed $5 million.

The SDVOSB has been determined to be a responsible contractor with respect to performance.

In the estimation of the contracting officer, contract award can be made at a fair and reasonable price. (b)Â The procedures in part 806.3 must also be followed when making a sole source award under this authority. (c)Â Sole source awards must be justified and approved in accordance with FAR 6.302-5 and 819.7009.

This VAAR clause specifically allows contracting officers to award contracts to SDVOSBs on a sole-source basis under specified conditions, reflecting the Department of Veterans Affairs' commitment to the 'Veterans First' contracting program.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
