Scope

The City of Chesapeake wishes to better understand the unique factors and considerations impacting the potential redevelopment of the former Southeastern Cooperative Educational Programs (SECEP) school site located in Deep Creek. The Deep Creek Area Plan, adopted in May 2026, envisions the former school site as a mixed-use destination for the Deep Creek community, transformed through adaptive reuse of the existing historic school buildings. To access the full Deep Creek Area Plan document and supporting materials, please visit: Deep Creek Area Plan | Chesapeake, VA. At this time, the City invites interested parties to respond to this Request for Information (RFI) to identify the unique site factors and feasibility considerations for the former school property. Through this RFI, the City seeks information from interested parties in the following areas: Considerations for Department of Historic Resources (DHR) historic designation process and adaptive re-use Environmental/building remediation and rehabilitation factors Timing and phasing considerations Feasibility of mixed-use concept(s) for redevelopment options Considerations for a public park/open space feature A subsequent procurement process is anticipated where a Request for Proposal (RFP) will be issued for redevelopment proposals to be considered by the City. The results from this RFI process will directly inform the substance and criteria for the future RFP.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
