Scope

The Surface Combatant/Gas Turbines Engineering Branch of the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is the In-Service Engineering Agent (ISEA) for the Ship Service Gas Turbine Generator (SSGTG).

The 250-KS4 (or Redundant Independent Mechanical Start System (RIMSS) gas turbine engine is one of two ways to start the SSGTG.

It is also the only means to start a SSGTG in a dark ship scenario.

The Navy is establishing intermediate-level (I-level) procedures for the replacement of turbine assemblies at Regional Maintenance Center (RMC) turbine shops.

This initiative will provide the Navy with a repair capability for 250-KS4s not previously possessed, significantly reducing repair turnaround times and enabling the refurbishment of previously unusable carcasses.

The procurement of specialized support equipment (SSE) is a critical prerequisite for implementing these repair procedures.Code 424 is establishing intermediate-level (I-level) procedures for the replacement of turbine assemblies at Regional Maintenance Center (RMC) turbine shops.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
