Scope
The mission of the Human Services Agency (HSA) is to enhance the well-being of children, adults, and families by providing professional, responsive, caring, and supportive services. Employment Services (ES), a branch within HSA, is committed to improving the long-term stability of individuals and families by promoting employment as a pathway to self-sufficiency and providing the resources necessary to achieve lasting success. The County of San Mateo ("County") is seeking proposals from qualified, center based child care providers to deliver high-quality child care services to eligible children and families in San Mateo County, with a focus on low-income families and families experiencing homelessness or housing instability. The purpose of this program is to increase access to quality child care by providing financial assistance for eligible child care expenses. Families may receive assistance through a California Department of Social Services (CDSS) child care subsidy, another available child care subsidy or scholarship program in San Mateo County, or County funding when no other subsidy or scholarship is available. Selected provider(s) must demonstrate the qualifications, capacity, and experience necessary to perform the services described in the Scope of Work and be prepared to begin providing services in January 2027.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
