Scope

Naval Air Warfare Center Aircraft Division Synopsis: Aircraft Oxygen System Test Set TTU-520 Part Number 1582AS500-2 Notice ID: N68335-27-Q-1038 Classification Code: J049 – Maintenance, Repair, and Rebuilding of Equipment: Aerospace Craft Components and Accessories NAICS Code(s): 811210 – Electronic and Precision Equipment Repair and Maintenance Description: The Naval Air Systems Command (NAVAIR), Lakehurst, NJ intends to negotiate on a non-competitive basis with Eaton Mission Systems Davenport (CAGE Code 99251) for the repair, test, evaluation, and calibration of the Aircraft Oxygen System Test Set Part Number 1582AS500-2 (TTU-520A/E, NSN: 4920-01-422-8691, SN: 000303136) for the FMS Kuwait F/A-18 E/F Super Hornet Program in support of the United States Navy (USN).

The proposed contract action is for services and supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1), only one source reasonably available and no other supplies or services will satisfy agency requirements.

Eaton Mission Systems is the Original Equipment Manufacturer (OEM) of this equipment and possesses the proprietary technical data and design specifications required to perform these repairs.

It is likely that award to any other source would result in substantial duplication of cost to the Government (estimated between $200,000 and $250,000 for technical data, engineering reviews, and First Article Testing) that is not expected to be recovered through competition.

THIS IS NOT A REQUEST FOR PROPOSAL.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

No contract will be awarded on the basis of offers received in response to this notice.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
