Scope
This procurement is a Sole Source to Innovative Professional Solutions Inc for Tow Bar Assemblies.
The Naval Surface Warfare Center, Panama City Division, (NSWC PCD), Panama City, FL intends to award a firm-fixed price purchase order for Innovative Professional Solutions, Inc. brand products.
Procurement is for SDV MK11 Tow Bar Assemblies, as follows: Line No.
Description Part Number Quantity 1 ASSY; TOW BAR; DRAWING 8600081 R2 8600081-001 5 EA 2 FREIGHT N/A 1 EA The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement to procure SDV MK11 Tow Bar Assemblies.
This requirement is not suitable for full and open competition for the following reason(s): Innovative Professional Solutions Inc. is the OEM and the only approved source of supply for the items listed in Section 3 per the approved engineering drawing.
The purchase of a different brand of tow bar assembly would necessitate approximately 6 months or more of work to ensure compatibility of the alternate tow bar assembly with the SDV MK11 system.
Additionally, further work would be required to approve it for use with the SDV MK11 system.
The additional time and expense generated by these efforts would result in unacceptable risk to the project timeline and additional cost to the Government.
As such, the government does not expect significant savings through competition, and it is more advantageous to the Government to award on a sole source basis to Innovative Professional Solutions Inc. for the items listed above.
As such, Innovative Professional Solutions, Inc. is the only source capable of meeting this requirement.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
