Scope
SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT.
THIS IS NOT A REQUEST FOR QUOTE.
THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD.
This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Phamacy (CMOP) in Tucson, AZ is proposing a firm fixed price contract with Pacific Integrated Handling (PIH) on a sole source basis for Modula Vertical Lift Module Maintenance and telephone support.
The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) and VAAR 819.7007.
The reason justifying this sole source procurement is that PIH is the only company who can provide services for the required preventative maintenance, unscheduled repair services, emergency support, and manufacturer authorized remote technical assistance for the Modula Vertical Lift Modules (VLMs) and maintain the manufacturer's warranty.
The Modula support agreement explicitly states that equipment warranties may be terminated if the units are serviced, modified, adjusted, or repaired by personnel not employed or authorized by Pacific Integrated Handling, or if unauthorized parts or components are installed.
Use of any vendor other than PIH would therefore invalidate existing warranties, Background: This procurement is for preventative maintenance, unscheduled repair services, emergency support, and manufacturer authorized remote technical assistance for the Modula Vertical Lift Modules (VLMs) installed at the Tucson SW CMOP.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
