Scope

The County of Solano, General Services Department, hereinafter referred to as the County, is requesting information from qualified firms regarding the potential delivery of Fixed Base Operator (FBO) services at the Nut Tree Airport in Vacaville, California. This RFI is intended for market research and planning purposes. Information received may be used to evaluate potential service models, business terms, capital investment, and market interest before the County determines whether to issue a subsequent Request for Qualifications (RFQ), Request for Proposals (RFP), or other solicitation. Nothing in this RFI obligates the County to proceed with a solicitation or award a contract or lease. Participation in this RFI will not provide any respondent an advantage in a subsequent competitive process. Responses may be used by the County for planning purposes, subject to applicable public records requirements. Responses should not exceed 15 pages, excluding optional supporting information, and should focus on the requested market feedback and the respondent’s relevant experience and capability. This is not a request for a formal proposal or pricing commitment. Respondents should provide sufficient information to help the County evaluate potential FBO delivery models and future solicitation requirements.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
