Scope
The US Air Force Life Cycle Management Center (AFLCMC) F100 Program intends to issue a sole source “C”-type contract (named F100 Engine Exchange) to Pratt & Whitney (P&W), a Division of RTX Corporation for a “no-cost” exchange of property whereby the Government will deliver 51 F100-PW-220 engines to the Contractor, in exchange for the Contractor delivering 13 F100-229 new engine augmentor modules to the Government.
A Sources Sought Synopsis (SSS) FA8124-RFI-AUG-2026 was posted from 4 August 2026 through 3 September 2026.
Results from the SSS did not indicate any source other than P&W could perform the work under this contract at the prime level without the government incurring unacceptable delays and substantial duplication of costs not recoverable through competition.
The government is awarding this contract under the authority of RFO 6.103-1,"Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." A Justification and Approval (J&A) for using Other Than Full and Open Competition was approved on 23 October 2026.
All responsible sources may submit a capability statement to the Contracting Officer by the date listed in this notice to be considered by the agency.
Respondents shall specify status as a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, economically disadvantaged women-owned small business, HUBZone small business, veteran-owned small business, or service-disabled veteran-owned small business.
This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP), nor does it restrict the Government to an ultimate acquisition approach.
The government will not reimburse any costs associated with preparing or submitting a response to this notice.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
