Scope
Solicitation Modification 002: This amendment establishes the pre-award ship-check and field measurement requirements, clarifies the award consideration during technical evaluation, and the missing additional FAR clauses and provisions.
1.
Pre-Award Ship Check and Field Measurements The Government does not possess reliable existing measurements; therefore, the performance requirement remains valid.
Accordingly, offerors shall complete a ship check and conduct the necessary field measurements specified in the SOW, no later than November 16th, 2026, prior to the solicitation closing date of November 18th, 2026.
This includes visually inspecting each of the twenty-four (24) target locations, verifying face-to-face dimensions, flange drilling patterns, allowable lateral/axial movement, adjacent clearances, and piping alignment necessary for off-site fabrication.
Due to operational commitments and cutter availability, post-award access for obtaining measurements will not be feasible.
Offerors are responsible for coordinating and completing any necessary ship check and field measurements before the established deadline to ensure their proposals are accurate and technically compliant.
Requiring completion during the established availability window mitigates fabrication inaccuracies, improper fitting, schedule delays, and performance risk associated with the required delivery date of April 12, 2027.
2.
Technical Evaluation and Award Eligibility Completion of the pre-award ship check and field measurements is a mandatory technical acceptability requirement.
Offerors shall provide documentation of the completed site visit a technical approach, and technical capability demonstrating that their proposed offer is based on verified measurements meeting the SOW requirements.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
